The Financial Times reported on 23 June that Nvidia's most advanced artificial-intelligence chips are changing hands on China's black market at more than double their official price. For two years now the United States has restricted the export of its best AI chips to China, and Britain and its allies have broadly fallen in behind. The logic is a kind of automated statecraft: rather than a blockade enforced by ships, you write an export rule and let the paperwork do the work of keeping the most powerful computing out of a rival's hands. It is cheaper than a navy and quieter than a sanction. The only question that matters is whether it works.

That the chips cost double inside China tells you the control is biting: scarcity has a price, and the price is steep. Its much-discussed ambition for "sovereign AI" — its own models, run on its own terms — sits on top of hardware it neither makes nor controls the movement of. When ministers talk about national capability in AI, they are describing a capability whose supply depends on someone else's export policy holding. This week's report is a reminder that the policy is porous.
Whoever becomes the next Prime Minister inherits that exposure along with the in-tray, and one of the quieter questions of the handover is who ends up owning it — which minister is responsible for Britain's compute supply, and whether they treat it as a strategic dependency or a technical footnote. The choice of chips, like the choice of energy a generation ago, is turning into a question of national resilience. It gets a fraction of the attention.
For now the practical signal is modest but real: the West's chip controls are doing something, and they are not doing everything. A blockade that leaks is still a blockade — but anyone planning around it on the assumption that it is watertight is building on sand.
